ESTADO E A POLÍTICA TERRITORIAL NO PARÁ: AVALIAÇÃO DO II PLANO NACIONAL DE REFORMA AGRÁRIA NO BAIXO TOCANTINS

Resumo

Este artigo discuti a avaliação da implantação do II Plano Nacional de Reforma Agrária no Território Rural do Baixo Tocantins entre os anos de 2006 a 2011. O recorte territorial foi o Assentamento Araxiteua localizado no Município do Acará. Por meio da dimensão econômica do território, priorizou-se a Avaliação de Impacto. A metodologia foi a revisão da literatura sobre reforma agrária, análise documental, fichas e questionários estruturados e entrevistas não estruturadas com os stakeholders. Dessa forma, mostrou-se que a ação do estado teve relação direta com o conhecimento dos camponeses assentados no que diz respeito à forma de produzir e de escoar a produção e consequente aumento das rendas por família. Conclui-se que quanto à dimensão analisada, o impacto da ação estatal foi mais positivo do que negativo, mesmo o assentamento pesquisado estar na fase de estruturação.

STATE AND TERRITORIAL POLITICS IN PARA: II EVALUATION OF NATIONAL AGRARIAN REFORM IN THE LOW TOCANTINS

Abstract

This article discussed the evaluation of the implementation of the Second National Plan for Agrarian Reform in Rural Territory Low Tocantins between the years 2006-2011. Territorial clipping was Araxiteua Settlement located in the Municipality of Acará. Through the economic dimension of the territory, prioritized Impact Assessment. The methodology was to review the literature on agrarian reform, analysis of documents, records and structured questionnaires and unstructured interviews with stakeholders. Thus, it was shown that the action of the state was directly related to the knowledge of the settled farmers with regard to the way of producing and marketing the production and consequent increase in incomes per family. It is concluded that as the scale analyzed the impact of state action was more positive than negative, even the settlement being researched in the structuring phase.
