Resumo

Objetivo: O objetivo do artigo é explicitar a relação entre a governança da ação política e a utilização de indicadores de bem-estar em Portugal. Pretende-se compreender como a governança influencia a dinâmica da distribuição territorial do bem-estar, identificando os indicadores utilizados e as diferenças territoriais observadas.

Método: Realizámos uma revisão narrativa da literatura, utilizando como fontes primárias bases de dados científicas e produção académica nacional. Considerámos estudos que abordam a governança multinível, indicadores de bem-estar e sua interação com políticas públicas. Paralelamente, realizámos uma análise documental de fontes secundárias, incluindo relatórios de entidades independentes, nacionais e internacionais, e documentos oficiais.

Resultados: Os resultados destacam melhorias notáveis nos indicadores de bem-estar em Portugal entre 2011 e 2021, especialmente na participação cívica, bem-estar económico, condições materiais de vida, emprego e segurança pessoal. No entanto, observaram-se aumentos na vulnerabilidade económica e desequilíbrio vida-trabalho, apontando áreas que ainda enfrentam desafios significativos. A análise regional revelou disparidades consideráveis no bem-estar entre diferentes regiões de Portugal, com variações significativas em rendimento, educação, acessibilidade a serviços e satisfação com a vida.

Conclusão: A relação entre governança multinível e bem-estar em Portugal é crucial, com a qualidade das instituições e do capital social dos territórios influenciando a valorização dos indicadores de bem-estar. Embora existam avanços, persistem desafios na integração e monitorização eficaz destes indicadores nas decisões regionais ou municipais. As disparidades territoriais no bem-estar exigem uma abordagem política baseada em dados científicos e uma governança mais transparente e participativa para promover a coesão territorial e o bem-estar de todas as comunidades.
