TERRITÓRIO RURAL DE IDENTIDADE LITORAL NORTE DO RIO GRANDE DO SUL: O CARÁTER INOVADOR DE SUA CONSTITUIÇÃO E SEUS DESDOBRAMENTOS

Abstract

O presente artigo analisa a constituição do Território Rural de Identidade Litoral Norte do Rio Grande do Sul, enfatizando a importância do caráter inovador das articulações sociotécnicas que a respaldaram. Para tanto, as informações de campo obtidas, entre agosto de 2013 e abril de 2016, junto a mediadores sociais e famílias de agricultores, por meio de observação participante e entrevistas semiestruturadas, foram analisadas à luz da abordagem teórica de Produção de Novidades. A investigação evidencia que a constituição desse território irradia consequências para além da reprodução socioeconômica dos agricultores familiares, fortalecendo vínculos sociais e reconectando-os à natureza. Ainda perante o atual contexto político-econômico brasileiro e a contingência de políticas públicas voltadas à agricultura familiar, a novidade organizacional que configura esse território se evidencia como um processo constante de “aprender-fazendo”, não se tratando unicamente do resultado de uma relação de causa e efeito, a qual prospera meramente com o suporte do Estado.

RURAL TERRITORY OF NORTHERN COASTAL IDENTITY IN RIO GRANDE DO SUL: THE INNOVATIVE CHARACTER OF ITS CONSTITUTION AND ITS DEVELOPMENTS

This paper analyzes the constitution of the Rural Territory Identity of the North Coast of Rio Grande do Sul, emphasizing the importance of the innovative character of the sociotechnical articulations that supported it. In order to do this, the field information obtained, between August 2013 and April 2016, with social mediators and farming families, through participant observation and semi-structured interviews, were analyzed in light of the theoretical approach of Novelty Production. The research shows that the constitution of this territory radiates consequences beyond the socioeconomic reproduction of family farmers, strengthening social bonds and reconnecting them to nature. Still, given the current Brazilian political-economic context and the contingency of public policies aimed at family agriculture, the organizational novelty that configures this territory is evidenced as a constant process of "learning-doing", not being solely the result of a relationship of cause and effect, which thrives merely with the support of the State.
